President Clinton: "...a new initiative that sets a national goal of eliminating by the year 2010, longstanding disparities in health status that affect racial and ethnic minority groups." The Federal government will, for the first time, set high national health goals for all Americans, ending a practice of separate, lower goals for racial and ethnic minorities. A five-step plan.

More than 50% of participants in NIH funded research studies in 1997 were women. Health spending 1993-99 grew 39% for women & 23% for men. NIH Increased Its Efforts to Include Women in Research. Women Sufficiently Represented in New Drug Testing, FDA Oversight Needs Improvement. FDA has not effectively overseen the presentation and analysis of data related to sex differences in drug development.
